The baseline (1 sentence): What you're measuring today and what "better" looks like in concrete terms.
The gate (2 sentences): The specific date you'll evaluate results. What happens if it works and what happens if it doesn't.

That's a half-page memo, not a forty-page business case. And it answers the only question the approver actually cares about: "What's the worst that can happen, and when will I know if this was a good decision?"
